She's only adding to that budget line that exists to advertise the available benefits. After they put a time limit on welfare (and unfortunately they keep extending it.), many people got jobs and people in the welfare office were without work, so they started advertising for people to come apply for welfare. It's actually part of the budget now as well as an unfunded federal mandate to the states as part of the school lunch program.

I just wish they had the sense to realize that a job in the private sector is worth a lot more than a government job. After all, I don't have to pay for private sector jobs with my taxes!
