Perhaps (his
administration and the fed as a whole). But given that it followed the largest period of uninterrupted economic growth in the nation's history, it's hardly a huge mark on his presidency, given that economic growth is inevitably followed with some sort of temporary decline.
For example, the Great Depression followed a period of economic prosperity in the conservative 20's, where big business flourished and [most] Americans prospered, yet this short term prosperity led to a very offsetting fall. Clinton's economic expansion was even more impressive, and the step back was, to say the least, slightly milder.
Meanwhile, Bush led us into a very serious recession, and accomplished jack and **** to compensate.

It's why I don't understand why the right worships Reagan. For one, he did several things that conservatives tend to hate: pardoned illegal aliens, increased federal spending, negotiated (secretly and illegally) with terrorists, raised taxes,
tripled the national debt, etc. For another, Reaganomics were initially a failure, but eventually did result in an economic boom. That's great.
But in the long run, it resulted in a deep recession that was blamed on Bush sr, widened the wealth gap, and his tripling of the national debt has never been paid off.
It's why Jimmy Carter, while largely an ineffective president, at least deserves some credit for leading us on a path to alternative fuel use. It damaged our economy in the short run and cost Carter the election, but the long term consequences are more important than what Reagan did.
Hence, I value LBJ's civil rights crusading over Reagan's short term economic boom, for example.
