February 18, 2005 -- WASHINGTON — With one eye on her 2008 White House campaign, Sen. Hillary Rodham Clinton yesterday introduced a wide-ranging election-reform bill that would boost turnout among Democratic voters — and let ex-felons vote.
An estimated 4.7 million Americans are now barred from voting because of their criminal records.
The $3.5 billion bill also would turn Election Day into a national holiday and make it harder to purge voters from old registration lists.
